Role overview
Parsons is seeking an Estimation Section Manager to lead cost management across major, high-profile projects.
The role oversees pre-contract cost management, cost certainty, commercial advice, project affordability, risk, value, and procurement outcomes.
Cost leadership and planning
- Lead pre-contract cost management and establish estimating standards, benchmarking methods, governance frameworks, and best practices.
- Ensure compliance with RICS professional standards and the New Rules of Measurement.
- Oversee order of cost estimates, concept estimates, elemental and detailed cost plans, and pre-tender estimates.
- Keep design development aligned with approved budgets and advise on affordability and project viability.
Risk and value management
- Lead cost risk and opportunity workshops and establish contingency allowances and risk budgets.
- Identify and quantify design, construction, procurement, and market risks.
- Lead value engineering and value management to maximize value while maintaining project objectives and quality.
