Parsons is seeking an experienced Principal Engineer to act as the Engineer under the Contract and the Employer's senior representative for major infrastructure and construction projects.
The role leads FIDIC contract administration, strategic project oversight, and delivery through construction, commissioning, handover, and defects liability stages.
The position oversees contractual, commercial, and project delivery matters so projects are delivered safely, on schedule, within budget, and to quality standards.
Core Responsibilities
- Administer FIDIC contractual obligations, certifications, instructions, claims, variations, and extensions of time.
- Provide strategic leadership throughout project delivery, commissioning, handover, and defects liability periods.
- Oversee project controls, schedule performance, risk management, and key milestone delivery.
- Lead commercial and contract management, including payment certification, claims evaluation, and dispute avoidance.
- Champion HSE and QA/QC compliance across project activities.
- Manage contractors, consultants, and stakeholders to support effective collaboration and execution.
- Monitor performance and recommend action on contractual, commercial, schedule, and risk matters.
- Lead closeout, testing, commissioning, handover, and defects management.
Education and Accreditation
- A bachelor's degree in Engineering, Construction Management, Project Management, Architecture, or a related discipline is required.
- A Chartered Engineer, PE, PMP, MRICS, MCIOB, or equivalent professional accreditation is required.
- A master's degree in a relevant field is preferred.
Experience and Knowledge
- At least 20 years of experience delivering major infrastructure, engineering, or construction projects is required.
- Experience as a FIDIC Engineer, Engineer's Representative, Contract Administrator, Project Director, or similar senior professional is required.
- Extensive knowledge of FIDIC Red, Yellow, and Silver Book contracts and related contract administration is required.
- Strong backgrounds in project controls, commercial management, construction delivery, and stakeholder management are required.
- Experience managing contractors, supervision consultants, and multidisciplinary teams is required.
- Middle East project experience and experience through commissioning, handover, and defects liability phases are required.
- Experience supporting dispute avoidance and dispute resolution under FIDIC contracts is desirable.
