Minimum Requirements:
Must have a Bachelor's Degree with 5 years of experience in a related field.
Must have experience reviewing construction drawings and change orders for large commercial facilities to provide technical guidance/recommendations.
Should have thorough knowledge of Public Assistance eligibility, law, regulations, and policies.
Should have experience in cost estimate development.
Should have knowledge using an array of cost estimating tools from RS Means, Cost Estimating Format, FEMA, State, or Local Cost codes and other cost data as appropriate.
Must be a U.S. citizen.
Must be able to pass a background check to obtain a FEMA Badge (Existing FEMA Badge preferred).
Ability to deploy to a disaster area within 48 hours of notice.
Superior written, verbal, and interpersonal skills.
Proficient in Microsoft Office Suite.
Strong administrative and organizational skills with attention to detail.
Proven ability to support multiple projects and tasks simultaneously and effectively prioritize in a fast-paced work environment.
Ability to work professionally, effectively, and efficiently in a team environment with various stakeholders.
Active FEMA badge preferred.
Previous Public Assistance experience preferred.
Tasks may include:
Identify the eligible scope of work for the applicant’s project and estimate associated costs. Evaluate damaged public facilities and infrastructure, recommending repair or replacement methods in accordance with FEMA’s laws, regulations, and eligibility policies.
Estimate the repair or replacement costs for large projects using industry standards and Cost Estimating Software like FEMA’s Cost Estimating Format.

Receive and accept site inspection work order assignments through Grants Manager.
Prepare for the site inspection by coordinating with all participants and gathering necessary tools, information, and documents.
Coordinate logistics with participants and learn as much as possible about damaged infrastructure before the inspection.
Call the Applicant’s representative one business day prior to the inspection.
Conduct the site inspection, discuss the Applicant’s intended method of repair, and take photos of the facility and its components.
Complete the Site Inspection Report (SIR), request the Applicant’s signature, and upload the report and related documents.
Enter SIR data into Grants Manager.
Review the SIR and damage description and dimensions (DDD) using the DDD Review Checklist.
Send the DDD to the Program Delivery Manager (PDMG).
Meet with the PDMG to debrief.
