DSHS HCLA Housing Program Manager

The Housing Program Manager position is a designated specialist that is key to bridging the gap between the long-term care service world and state and federal affordable housing resources that seniors and clients with disabilities in WA State depend upon. You'll work within the Housing Team to formulate statewide policy and long-range strategic direction and provide subject matter expertise to contribute a broad understanding of long-term care regulations and principles related to supportive housing, affordable housing, and other supportive services that support stability in the community. The Home and Community Living Administration (HCLA) under the Department of Social and Health Services (DSHS) is responsible for Washington state's system of long-term services and supports serving people with disabilities and older adults, including home and community-based services, protections from abuse, neglect and exploitation, regulatory oversight of licensed and certified settings and case management services. The new Strategic Grievance and Incidents Operations Office sits within the Home and Community Services (HCS) Office of the Director, and the Grievance Resolution Specialist reports directly to the Senior Access Administrator. You'll be working within groups to translate the project to a non-project audience acting as an intermediary between these groups, so possessing excellent communication skills is important in this role . This role is currently 100% remote with occasional travel. This is a temporary, non-permanent role scheduled to end June 30, 2028. Some of What You Will do Develop and grow quality Supportive Housing services statewide via the Governor's Opportunity for Supportive Housing and Foundational Community Supports. Provide training and technical assistance to support provider development and provision of quality services for Aging and Long-Term Support Administration clients. Utilization and management of subsidized housing resources, both federal and state funded. Tracking and managing a high volume of subsidy paperwork and timely communication pertaining to unit leasing and client transitions across multiple agencies. Developing and expanding housing services and resources necessary for successful transition and community tenure of people leaving nursing facilities and other institutional, residential, or unstable settings. May be asked to assist with other home and community programs and presentations, and advocate for client-centered services. Stay current on national housing trends, innovations in community-based options, and Equity, Diversity, Access, and Inclusion (EDAI) conversations about housing. Develop and expand partnerships with stakeholders. Provide statewide and local training with all stakeholders. Collect and manage large amounts of data regarding subsidy and service utilization data. Track and manage a high volume of subsidy paperwork and timely communication pertaining to unit leasing and client transitions across multiple agencies. What We're Looking for: One year of experience as a Social and Health Program Consultant 3 or equivalent; OR Two years of experience as a Social and Health Program Consultant 2 or equivalent; OR A Master’s degree in social work, a health or social science, public administration or a related field; AND four years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs; OR A bachelor’s degree in social work, a health or social science, public administration or a related field; AND five years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs. Note: A degree in Social Work must be from an educational program accredited by the Council on Social Work Education. Experience in a related field of work may substitute year for year for the required education. Preferred / Desired education, experience, and competencies: Experience using Power BI and/or Power Automate. Advanced Microsoft Excel skills. Experience with Supportive Housing services and affordable housing. Working knowledge of home and community-based service delivery. Understanding of and commitment to the principles of person-centered planning, consumer choice and self direction. Ability to utilize spreadsheets to collect and manage large amounts of data regarding subsidy and service utilization. Demonstrated ability to provide training and technical assistance. Skills in community development and project planning. Demonstrated ability to collect and analyze data from systems and make thoughtful recommendations that result in positive program changes.
