Lead a large-scale DevOps transformation for a governmental company.
Own the lifecycle from current-state assessment through secure framework implementation and client capability building.
Assessment and roadmap design
- Conduct current-state analysis of tools, practices, and security posture using industry standards such as DORA metrics.
- Identify operational gaps, user pain points, and security vulnerabilities.
- Deliver current-state analysis and security maturity assessment reports.
- Create phased DevSecOps implementation roadmaps with tasks and expected outcomes.
Framework and governance
- Design and implement DevSecOps policies, standards, governance models, and interaction models.
- Develop an application security service catalog and integrate shift-left security practices into pipelines.
- Establish release governance policies and prepare compliance reports.
Transformation and capability building
- Lead cultural change toward collaboration, automation, and shared responsibility between development and operations teams.
- Coach client teams to support knowledge transfer and sustainable improvements.
- Develop and deliver training and awareness materials for different roles.
Technical implementation
- Oversee secure CI/CD pipelines on Azure DevOps for builds, testing, and database procedures.
- Implement Vault for secrets management, access control, secret rotation, and data protection.
- Automate infrastructure with Terraform or Azure Resource Manager.
- Define monitoring and reporting frameworks for security and operational metrics.
Required qualifications
- Proven experience with DevOps maturity assessments using DORA metrics and target operating models for enterprise or government clients.
- Deep expertise in Azure DevOps, including Boards, Repos, and Pipelines.
- Strong knowledge of Vault for secrets management.
- Hands-on experience with Terraform or Azure Resource Manager and Shell scripting.
- Ability to lead cultural change, mentor teams, and manage stakeholders in high-compliance environments.
- Exceptional strategic documentation skills covering roadmaps, frameworks, and gap analysis reports.
