Job Summary
Lead procurement audit activities to ensure compliance with policies, contracts, and regulations.
Identify risks, review processes, and recommend improvements to enhance efficiency, transparency, and control
• Review Purchase Order Approval Note Files
- Vendor Onboarding and Assessment:
- Assist in the onboarding process of new vendors, verifying documentation, capabilities, and compliance with procurement standards.
- Ensure vendor qualification aligns with project and organizational needs.
- Verification of Comparative Statements:
- Scrutinize comparative charts prepared by buyers to confirm thorough vendor evaluation and fair negotiations.
- Ensure that all procurement decisions are justified and cost-effective.
• Market Price Validation
- Regularly assess and benchmark procurement prices against prevailing market rates in the UAE construction industry.
- Raise flags when inconsistencies or overpricing are observed.
- Technical Understanding of Procurement Materials:
- Interpret technical specifications in purchase requests and validate the appropriateness of selected materials or services.
- Liaise with technical teams where required for clarity.
• Review Purchase Orders
- To ensure all item/BOQs including FOCs are captured in line with PO approval note.
- To ensure all specifications are correctly captured in line with PO approval note
- To ensure all rate per unit are correctly captured in line with PO approval note
- To ensure all other terms and conditions including payments terms are captured correctly in line with PO approval note.
- To ensure all necessary documents are attached along with PO in Xpedeon
- Communication and Query Resolution
- Independently communicate with procurement teams to clarify or escalate discrepancies and ensure corrective actions are taken.
- Document and follow up on all queries raised.
- Performance Monitoring
- Monitor and report on the efficiency, accuracy, and turnaround time of procurement documentation and approvals.
- Recommend process improvements to enhance procurement audit outcomes.
- Risk Identification and Mitigation
- Identify procurement-related risks such as single vendor dependency, price inflation, or contract ambiguities.
- Propose preventive or corrective measures to reduce risk exposure.
- Reporting and Documentation:
- Maintain detailed records of audit findings, vendor assessments, and PO reviews.
- Prepare periodic reports for management summarizing audit activities, trends, and recommendations.
- Ensure adherence to corporate policies, governance standards and regulatory requirements.
- Mentor and guide junior audit staff in performing audit procedures and documentation.
- Collaborate with Finance, Procurement and Project Teams for smooth implementation of audit recommendations.

FRAMEWORKS, BOUNDARIES & DECISION-MAKING AUTHORITY
- Operates within the Internal Audit framework and organizational policies.
- Authorized to review, report and recommend procurement audit findings.
- Escalates critical non-compliance, risk or process issues to Internal Audit Head and senior management.
Qualification &Experience
- Should be an engineer, either civil or mechanical.
- Has worked as a buyer for atleast 5 years in UAE construction industry.
- 5–8 years of experience in procurement, internal audit, or related roles.
- 5–8 years of relevant experience, including mandatory UAE experience in a similar role.
Skills & Competencies
- Strong understanding of end-to-end procurement cycle
- Ability to assess supplier risk, cost control and contract compliance
- Experience with ERP systems (SAP, Oracle) and procurement modules
- High attention to detail and analytical thinking
- Excellent report-writing and communication skills
- Familiarity with UAE laws (VAT, ESR, AML)
- High integrity, objectivity and professional scepticism
- Strong stakeholder management and negotiation skills.
- Ability to work under pressure and manage multiple audits simultaneously.
