County Fiscal Administrator

Position Duties

• Position Summary The position serves as the grant program authority for the County Grant Program and county administration fiscal oversight, providing leadership in the development, implementation, and administration of grant policies, funding, and compliance for the local administration of the Medical Assistance Program. Responsibilities include designing and managing grant terms, conditions, and Statements of Work; serving as the Department's subject matter expert on 2 CFR Part 200, county budgeting, funding streams, and legislative reviews; overseeing fiscal operations, subrecipient monitoring, risk assessments, and county fiscal policies and rules; conducting fiscal monitoring to ensure compliance with federal and state requirements; and strategically managing the full county grant lifecycle, including funding opportunities, proposal evaluation, award administration, and ongoing fiscal accountability. Key Responsibilities Lead the County Grant Program by designing, developing, and administering grant objectives, funding opportunities, grant terms and conditions, Statements of Work, and intergovernmental grant agreements that support the local administration of the Medical Assistance Program. Manage the full grant lifecycle from planning through closeout, including developing competitive and targeted grant application processes, coordinating proposal review and scoring, issuing grant awards, monitoring performance, processing amendments, and ensuring timely closeout and final payment of grant funds. Provide fiscal leadership and oversight for county administration funding by managing county budgeting, funding allocations, funding methodologies, fiscal reporting, budget-to-actual analysis, and year-end reconciliation to ensure appropriate stewardship of federal, state, and local resources. Serve as the Department's lead resource on county administration fiscal compliance, interpreting and applying federal regulations, including 2 CFR Part 200, state fiscal rules, grant requirements, and legislative changes to ensure consistent statewide implementation. Direct fiscal subrecipient monitoring activities by developing and implementing monitoring plans, conducting fiscal and programmatic reviews, evaluating risk assessments, analyzing financial reports and expenditures, monitoring compliance with grant agreements, and recommending corrective actions to address fiscal or programmatic deficiencies. Develop and maintain county administration fiscal policies, rules, and standard operating procedures by reviewing legislative and regulatory changes, updating fiscal monitoring protocols, drafting and revising county administration rules, coordinating rule development with the Medical Services Board, and ensuring compliance with federal and state requirements. Analyze fiscal and program performance data to evaluate compliance, identify statewide trends and risks, measure program effectiveness, support funding decisions, and develop strategic recommendations that improve fiscal accountability and strengthen county administration. Develop and manage county grant and fiscal communications, including operational guidance, Memo Series publications, funding announcements, supplemental guidance, frequently asked questions, reports, presentations, newsletters, web content, and other communication materials to ensure consistent interpretation of fiscal requirements across counties. Respond to legislative and stakeholder inquiries by researching and providing technical guidance related to county administration funding, funding methodologies, fiscal compliance, grant administration, and regulatory requirements for the General Assembly, federal and state partners, county governments, and Department leadership. Create and maintain fiscal tools and knowledge resources, including web-based tools, templates, centralized document repositories, and standardized resources that improve access to fiscal information, promote operational consistency, and support efficient program administration. Collaborate with Department leadership and county partners to identify fiscal risks, improve grant administration processes, strengthen internal controls, provide technical assistance, and implement strategies that ensure accountability, compliance, and effective administration of county funding programs. Support division and leadership priorities by assuming additional county administration fiscal responsibilities, leading special projects, and providing expertise on emerging fiscal, grant, and regulatory issues impacting county administration of the Medical Assistance Program.

Minimum Qualifications

• MINIMUM QUALIFICATIONS: Administrator IV H1B4XX There are two ways to qualify for this position: Option 1: Experience Only: Seven (7) years of related professional experience auditing and reviewing federal expenditures, managing grants for a state or county agency, AND developing fiscal policies and rules. Option 2: Education and Experience: A bachelors degree from an accredited institution in Business Administration, Accounting, Public Health, Public Policy, AND three (3) years of professional experience auditing and reviewing federal expenditures, managing grants for a state or county agency, AND developing fiscal policies and rules. Appropriate education will substitute for the required experience on a year-for-year basis.
