Position overview
The Cost Manager reports to the Project Director or Project Manager.
The role manages and controls construction project financial performance throughout the project lifecycle.
The position works with project, commercial, procurement, finance, consultant, subcontractor, supplier, and site teams.
Core cost management
- Develop project cost management and control systems.
- Prepare budgets, cost plans, baselines, and cost breakdown structures.
- Monitor expenditure, commitments, accruals, provisions, and projected costs.
- Identify cost overruns and recommend corrective actions.
- Analyse scope, drawings, specifications, programmes, and cost implications.
Forecasting and change
- Prepare monthly and periodic forecasts, including EAC and CTC.
- Monitor scope changes, variations, change orders, and their financial impact.
- Maintain variation registers and track approved, pending, rejected, and potential changes.
- Ensure variation submissions are supported by relevant documentation.
Valuations and procurement
- Review valuations, payment applications, certified amounts, retention, advances, deductions, and final accounts.
- Monitor subcontractor and supplier commitments, purchase orders, agreements, and additional costs.
- Coordinate with procurement and contracts teams on commercial commitments.
- Identify procurement savings and assess subcontractor cost performance.
Reporting and risk
- Prepare monthly cost reports, variance analysis, dashboards, registers, and profitability reporting.
- Identify financial and commercial risks and maintain cost risk and opportunity registers.
- Quantify risk impacts and develop mitigation and cost-control measures.
- Support value engineering and monitor approved cost-saving benefits.
Coordination and close-out
- Align cost information with project progress and programme milestones.
- Provide commercial input in project reviews and escalate cost issues promptly.
- Close project costs, commitments, variations, final accounts, and outstanding supplier accounts.
- Prepare final cost reports and lessons-learned documentation.
Qualifications and experience
- Bachelor's degree in quantity surveying, civil engineering, construction management, finance, accounting, or a related discipline.
- RICS, CIOB, PMP, or equivalent qualification is an advantage.
- At least 8–10 years of relevant construction cost, commercial, quantity surveying, or project controls experience.
- Experience with medium- to large-scale construction projects and cost reporting is required.
- UAE or GCC construction experience is highly preferred.
- Proficiency in Microsoft Excel and construction or project cost-control software is required.
- ERP systems and project management platform experience is preferred.
