Key Responsibilities
- Develop and maintain a performance management framework aligned with program objectives.
- Define and monitor KPIs for dam operations, maintenance, asset reliability, safety, quality, and contractor performance.
- Measure actual performance against KPIs, service-level agreements, contracts, and targets.
- Analyze operational data, trends, recurring issues, and deviations from planned results.
- Prepare dashboards, scorecards, and reports highlighting achievements, risks, gaps, and decisions.
- Recommend corrective and preventive actions and monitor them through verified closure.
- Develop performance-control policies, procedures, reporting templates, and data-validation methods.
- Review submitted performance information for quality, accuracy, completeness, and consistency.
- Evaluate contractor and consultant performance against contractual and service-level requirements.
- Support performance incentives, service credits, and other contractual performance mechanisms.
- Coordinate reviews with multidisciplinary teams and facilitate periodic performance meetings.
- Identify automation opportunities, benchmark performance, prepare reports, present findings, coordinate stakeholders, and attend site visits.
Minimum Requirements
- Bachelor's degree in Engineering or an equivalent relevant discipline from a recognized university.
- At least 16 years of professional experience in control, monitoring, and performance management.
- Demonstrated experience developing and managing operational and strategic KPIs.
- Strong experience in performance analysis, management reporting, dashboards, and corrective-action monitoring.
- Experience assessing performance against service-level agreements, contracts, and operational targets.
- Proficiency in analyzing complex operational data and developing practical recommendations.
- Strong report-writing, presentation, and stakeholder-management skills.
- Relevant experience must be supported by verifiable records, project references, reports, or studies when requested.
Preferred Experience
- Experience in dam operations and maintenance, water infrastructure, utilities, or major asset-management programs.
- Experience with government or public-sector organizations in Saudi Arabia.
- Experience monitoring engineering consultants and operations and maintenance contractors.
- Knowledge of asset management, reliability, risk, quality, and continuous-improvement principles.
- Familiarity with performance dashboards, business-intelligence tools, and computerized maintenance management systems.
- Professional certification in performance management, project management, asset management, or a related field is advantageous.
- Registration with the Saudi Council of Engineers is preferred where applicable.
Work Context
- The role requires meetings and site visits anywhere in Saudi Arabia when needed.
- The role must comply with Saudi laws, applicable codes, client procedures, quality requirements, and occupational health and safety obligations.
