A construction company in Riyadh is seeking a Contracts and Procurement Manager to lead all contracting and procurement activities.

Responsibilities
- Preparation, review, and management of subcontractor and supplier contracts
- Leading bidding processes and requests for proposals (RFQ/RFP)
- Analysis and comparison of technical and financial proposals and preparation of award recommendations
- Negotiation with suppliers and contractors to achieve best prices and commercial terms
- Development, qualification, and evaluation of approved suppliers and contractors
- Preparation of procurement plans and project requirements in coordination with project management and engineering office
- Cost reduction through adherence to cost baseline or reducing it
- Coordination with finance department to manage cash flow for suppliers and contractors
- Coordination with tendering department for new project tenders
- Management of inventories and stock
- Monitoring procurement orders and contracts until final closure
- Preparation of periodic reports for senior management on costs, contracts, and procurement activities
Requirements
- Bachelor's degree in Civil Engineering, Architecture, Mechanical, or Industrial Engineering
- Experience of no less than 10 years in contracting and procurement
- Experience of no less than 5 years in a managerial position in contracts and procurement
- Strong network of relationships with suppliers and contractors in the Saudi market
- Strong experience in major contracting companies within Saudi Arabia
- Excellent knowledge of subcontractor and supplier contracts
- Practical experience in residential, commercial, and infrastructure projects
- High negotiation skills
- Proficiency in Excel and ERP systems
- Professional communication and presentation skills
- Previous experience in managing procurement and contracts exceeding 100 million Riyals annually

Objective of the Position
- Leadership and management of all contracting and procurement activities, ensuring timely provision of materials, services, and subcontractors at best quality and cost.
Main Responsibilities
- Preparation, review, and management of subcontractor and supplier contracts.
