Responsibilities
- Develop and implement construction health, safety, and environmental (HSE) strategies, policies, and procedures aligned with organizational objectives and regulatory requirements.
- Oversee safety operations across multiple construction sites, ensuring compliance with local regulations, project specifications, and industry best practices.
- Conduct site inspections, hazard identification, job safety analyses (JSAs), risk assessments, and safety audits to proactively identify and mitigate workplace risks.
- Collaborate with project managers, engineers, contractors, subcontractors, quality teams, human resources, and executive leadership to integrate safety into all phases of project execution.
- Monitor key performance indicators (KPIs) including Total Recordable Incident Rate (TRIR), Lost Time Injury Frequency Rate (LTIFR), near miss reporting, audit findings, corrective action completion, and safety training compliance.
- Investigate workplace incidents, accidents, near misses, and safety violations while conducting root cause analyses and implementing corrective and preventive actions (CAPA).
- Ensure compliance with occupational health and safety regulations, environmental standards, permit to work systems, confined space procedures, working at height requirements, and emergency response protocols.
- Develop and deliver safety inductions, toolbox talks, emergency drills, training programs, and awareness campaigns to strengthen workforce safety knowledge and compliance.
- Oversee contractor safety management, safety documentation, permits, inspections, and prequalification processes to ensure consistent safety performance across all project partners.
- Utilize HSE management systems, incident reporting platforms, audit software, Microsoft Office Suite, Power BI, and business intelligence tools to monitor safety performance and generate reports.
- Prepare safety reports, compliance documentation, audit findings, executive dashboards, regulatory submissions, and strategic recommendations for senior leadership and regulatory authorities.
- Lead, mentor, and develop safety officers, HSE coordinators, site inspectors, and construction safety teams while fostering a culture of accountability, hazard awareness, continuous improvement, and zero harm performance.
Requirements
- Bachelor's degree in Occupational Health and Safety, Civil Engineering, Construction Management, Environmental Science, Engineering, or a related field preferred.
- Professional certifications such as NEBOSH International Diploma, NEBOSH IGC, IOSH Managing Safely, OSHA, CSP, or equivalent are highly advantageous.
- 5+ years of experience in construction safety, occupational health and safety, HSE management, or construction site operations.
- 2+ years of experience managing construction safety programs, HSE teams, or multi site safety operations preferred.
- Strong understanding of construction safety regulations, hazard identification, risk assessments, accident investigation, contractor safety management, emergency response, and environmental compliance.
- Experience with HSE management systems, incident reporting software, audit platforms, Microsoft Office Suite, Power BI, and digital safety management tools.
- Familiarity with ISO 45001, ISO 14001, local construction regulations, behavioral safety programs, and environmental management systems is advantageous.
- Strong leadership, analytical, organizational, conflict resolution, and problem solving skills.
- Excellent communication, training, stakeholder management, and cross functional collaboration abilities.
- Ability to maintain a proactive safety culture while balancing operational efficiency, regulatory compliance, and project delivery objectives.
- Ability to work independently in demanding on site construction environments.
