The Complex Program Manager leads large-scale, multi-workstream programs spanning projects, teams, and stakeholders.

The position provides strategic oversight and hands-on program control as the decision point across projects.
Program leadership
- Define program vision, outcomes, success measures, and roadmap aligned to customer and business objectives.
- Lead interconnected projects while managing dependencies, sequencing, and trade-offs across scope, schedule, and resources.
- Establish program governance, reporting cadence, risk management, and decision escalation paths.
- Direct and support project managers to maintain consistent delivery standards and execution.
Controls and stakeholders
- Manage program-level financials, including forecasting, tracking, and alignment to approved commitments.
- Identify and mitigate cross-project risks and issues before they affect outcomes.
- Use data, dashboards, and program metrics to track progress, predict outcomes, and inform decisions.
- Engage stakeholders at multiple levels to maintain alignment, transparency, and shared accountability.
- Ensure deliverables meet quality, compliance, and customer expectations.
Required qualifications
- Experience leading complex programs with multiple concurrent projects and interdependencies.
- Expertise in program governance, planning, risk management, and delivery controls.
- Ability to manage program financials, including forecasts, budgets, and trade-offs.
- Experience influencing project managers and cross-functional teams without direct authority.
- Ability to translate strategic objectives into executable plans with clear outcomes and milestones.
- Experience using data, dashboards, and metrics to manage performance and predict risks.
- Ability to maintain delivery focus in changing-priority environments.
Preferred qualifications
- Program or project management certification such as PgMP, PMP, or PRINCE2.
- Experience with agile or hybrid delivery models and large-scale IT or transformation programs.
- Experience managing external partners or vendors.
- Exposure to customer-facing delivery environments.
