Position Overview

Lead Kiewit's corporate security program in support of Canadian federal and defence opportunities.

Serve as the organization's representative to PSPC's Contract Security Program and maintain compliance with the Contract Security Manual and contract requirements.

Support business development, estimating, procurement, project delivery, and corporate operations while maintaining the organization's security clearance.

Location and Travel

  • The position may be based in Kiewit offices in Burnaby, Calgary, or Oakville, Canada.
  • Regular travel to project locations may be required.

Security Program Leadership

  • Develop, implement, maintain, and improve corporate security policies, procedures, standards, and work instructions.
  • Administer the Canadian Defence Security Program, including document safeguarding, physical security, secure workspaces, visitor management, and classified document control.
  • Deliver security awareness, onboarding, and refresher training for employees, subcontractors, and project teams.
  • Provide security guidance throughout pursuits, estimating, procurement, subcontractor engagement, mobilization, execution, and closeout.

PSPC Program Administration

  • Act as the primary liaison with PSPC's Contract Security Program on contract security matters.
  • Maintain organizational security clearances and ensure submitted information remains complete, accurate, and current.
  • Review Security Requirements Check Lists, contract security clauses, and solicitation documents.
  • Notify the Contract Security Program of organizational changes affecting security clearance.
  • Appoint, brief, train, and oversee Alternate Company Security Officers where applicable.

Personnel Security

  • Identify personnel requiring access to protected or classified information, assets, or secure worksites.
  • Administer new clearances, updates, upgrades, transfers, duplications, and terminations.
  • Conduct security briefings and maintain personnel security records in accordance with privacy legislation.
  • Grant access only on a need-to-know basis and maintain records of cleared personnel.

Information and Facility Security

  • Maintain document management, safeguarding, records retention, and destruction processes for protected and classified information.
  • Ensure protected and classified information and assets are handled, stored, transmitted, transferred, and destroyed according to applicable requirements.
  • Support Document Safeguarding Capability, secure facilities, physical security measures, and information technology security authorizations.
  • Coordinate Requests for Visits, secure facility access, visitor controls, and classified meetings.

Compliance and Assurance

  • Lead facility inspections, security audits, compliance assessments, and corrective action programs.
  • Monitor compliance with the Contract Security Manual, PSPC requirements, and internal procedures.
  • Investigate, document, and report security incidents, breaches, suspicious contacts, and organizational changes.
  • Support compliance with subcontract security requirements.

Qualifications

  • Be an employee of the organization and physically located in Canada.
  • Hold or have previously held a Government of Canada Secret security clearance or higher and maintain the appropriate clearance.
  • Have experience as a CSO, ACSO, FSO, Industrial Security Manager, Security Manager, or equivalent.
  • Have experience supporting the PSPC Contract Security Program and applying the Contract Security Manual.
  • Have experience with DOS/FSC clearances, Document Safeguarding Capability, and personnel screening programs.
  • Strong experience in security governance, audits, policy development, classified information handling, and stakeholder management is required; federal or defence project experience is an asset.

Compensation

  • Posted compensation is $122,000 to $138,000.
  • Actual compensation may vary based on education, experience, skills, and location.
