Role overview

The Commercial & Procurement Manager leads commercial management, procurement, contract administration, and related business processes across the operating portfolio.

The role works with the General Manager, business owners, Finance, Legal, Group Procurement, technology teams, and specialist consultants.

Commercial and procurement responsibilities

  • Review commercial proposals, pricing, payment terms, exclusions, budgets, commitments, and expected costs.
  • Own procurement planning from approved requirements through award across consultants, contractors, suppliers, facilities management, service providers, and corporate purchases.
  • Coordinate RFQs and RFPs, bidder prequalification, clarifications, evaluations, negotiations, and approval recommendations.
  • Lead commercial review and negotiation of consultant, works, supply, service, lease, operator, renewal, and acquisition-related agreements.

Contracts and controls

  • Track contract deliverables, payment milestones, renewals, expiry dates, warranties, securities, variations, payment reviews, and final accounts.
  • Improve workflows from requisition through approval, purchase order, delivery confirmation, invoice review, and close-out.
  • Apply Delegation of Authority, segregation of duties, documented exception controls, and complete audit trails.

Portfolio and supplier governance

  • Support procurement and commercial reviews for development, refurbishment, asset enhancement, operating contracts, and acquisitions.
  • Monitor supplier performance, maintain supplier evaluations, address non-performance, and track corrective actions.
  • Provide dashboards covering budgets, commitments, spend, forecast completion cost, procurement status, contract exposures, savings, cycle times, and overdue obligations.

Qualifications

  • Degree or diploma in Commerce, Business, Supply Chain, Procurement, or a related field; relevant practical experience will also be considered.
  • At least 8 years of relevant experience in procurement, supplier negotiations, and contract coordination, including procurement responsibility in the UAE.
  • Strong negotiation, supplier management, commercial review, budget tracking, Excel, communication, and follow-up skills.
