Role overview
Parsons is seeking a Commercial Manager for a large-scale giga project in Riyadh.
The role leads the full commercial lifecycle across strategy, contracts, cost control, risk mitigation, procurement, and value maximization.
The position supports client objectives, regulatory compliance, and Saudi Vision 2030 goals.
Key responsibilities
- Develop commercial strategy and lead commercial teams across contracts, procurement, quantity surveying, and claims.
- Drive commercial governance, standardization, best practices, and ethical transparency across the portfolio.
- Oversee consultancy, EPC, design and build, subcontractor, framework, and strategic partnership contracts.
- Lead negotiations and manage correspondence, variations, change orders, and claims.
- Ensure compliance with FIDIC, bespoke contracts, Saudi laws, regulations, and international standards.
- Manage budgets, cost plans, forecasts, reporting, value engineering, and whole-life cost assessments.
- Analyze financial risks and opportunities and recommend margin and cost-efficiency strategies.
- Develop procurement strategies and oversee prequalification, tendering, bid evaluation, and awards.
- Manage commercial risks, controls, audit trails, risk registers, change control, and mitigation plans.
- Interface with clients, PMOs, consultants, contractors, suppliers, regulators, senior management, and boards.
