Commercial Manager (PMO)

Role Overview

Key Responsibilities

• Oversee commercial reporting, cost planning, budgeting, cash flow forecasting, and Earned Value Analysis.
• Administer complex FIDIC, NEC, or bespoke contracts and ensure adherence to contractual obligations and KSA procurement laws.
• Identify contractual and financial risks early and develop mitigation strategies.
• Lead the assessment, negotiation, and resolution of significant variations, change orders, and potential disputes.
• Act as the primary commercial contact for the client, government authorities, and major subcontractors.
• Drive value optimization across project delivery and commercial activities.
• Mentor and lead Quantity Surveyors and Cost Engineers.

Required Skills and Qualifications

• At least 12 years of progressive commercial management experience on large-scale global engineering or mega-construction projects.
• Essential Middle East or GCC experience, with knowledge of Saudi regulatory frameworks and Vision 2030 project dynamics.
• Bachelor’s degree in Quantity Surveying, Commercial Management, or Civil Engineering.
• Professional Chartered Status such as MRICS, FRICS, or equivalent is highly preferred.
• Expert-level knowledge of FIDIC forms and experience with DB, DBB, PMC, or similar delivery models.
• Exceptional English verbal and written communication skills and ability to present complex financial data to C-suite leadership.
