DEFINITION Under direct to general supervision, performs a variety of field code enforcement activities; inspects residential, commercial and industrial properties, and transient businesses to determine compliance with applicable Federal, State and local codes, laws, regulations and ordinances relating to maintenance of properties and structures and business licensing; initiates enforcement action and issues citations and notices; and performs other related duties and responsibilities as required. DISTINGUISHING CHARACTERISTICS Code Enforcement Officer I: This is the entry level and training class in the Code Enforcement Officer series. Initially under close supervision, incumbents are responsible for performing routine field inspections of public and private property to ensure compliance with City municipal and building code provisions. Because this class is typically used as a training class, employees may have limited or no directly related work experience. An employee in this class is expected to read and interpret municipal codes and have a working knowledge building construction. This class is distinguished from the Code Enforcement Officer II by the performance of the less complex inspections assigned to positions within the series. Flex Staffing: Positions in the Code Enforcement Officer Series are flexibly staffed and positions are normally filled by advancement within the series, upon fully performing the duties and responsibilities, demonstrating the knowledge, skills, and abilities, and meeting the requirements for the higher class, as determined by management. SUPERVISION RECEIVED AND EXERCISED Receives direct supervision (Code Enforcement Officer I) or general supervision (Code Enforcement Officer II) from the Code Enforcement Supervisor and/or higher level management. Receives lead direction from the Senior Code Enforcement Officer.

ESSENTIAL FUNCTION STATEMENTS -- Essential duties and responsibilities may include, but are not limited to, the following: 1.
Performs the full array of inspections of residential, commercial, and industrial properties and transient businesses. 2.
Determines existence and type of code violation; compiles, analyzes, and evaluates findings of investigations and inspections; researches property ownership. 3.
Coordinates with property owners or their representatives and other regulatory agencies to take corrective action; performs follow-up inspections and investigation as required. 4.
Ensures compliance with all applicable municipal codes and regulations; issues citations for noncompliance. 5.
Prepares a variety of reports and correspondence, including notices of violations and follow-up letters; attends various meetings and training seminars; responds to emergency situations as required. 6.
Issues stop work orders and refers them to the proper department if necessary. 7.
Interprets, applies and explains applicable municipal codes, zoning ordinances, building codes, vehicle codes, state housing, health and safety codes and other related laws, codes and regulations to the public, departmental staff, and other agencies. 8.
Advises property owners on the requirements for compliance. 9.
Explains processes and procedures for obtaining compliance or appropriate permits, including re-inspection on applicable permits and notices until compliance is attained. 10.
Maintains clear, concise and comprehensive records and reports related to enforcement activities. 11.
Maintains daily log of contacts or inspections for code enforcement cases; enters and retrieves information from records systems. 12.
Photographs violations. 13.
Gathers evidence and prepares cases for court proceedings. 14.
Produces photographs and records of violations for evidence. 15.
Files criminal complaints in court, when necessary, with supervisor's approval. 16.
Responds to questions and concerns from the public, departmental staff, and other agencies. 17.
Provides information as appropriate and resolves service issues and complaints; cooperates with other agencies. 18.
Establishes positive working relationships with representatives of community organizations, State/local agencies and associations, City management and staff, and the public. 19.
May represent the City in court regarding noncompliance if required. 20.
May be exposed to confidential and privileged information during the course of duties, which should be maintained as such. 21.
May assist in the development of work procedures. 22.
Transports assigned vehicle for scheduled service and maintenance. 23.
Orders supplies, and picks up supplies from vendors. 24.
Performs related duties and responsibilities as required.

CITY OF JURUPA VALLEY EMPLOYEE BENEFITS The City of Jurupa Valley offers an excellent benefit package for full-time career employees through a flexible plan. The plan provides: Paid Time Off (PTO) for full-time employees is based on the years of service leave credit schedule as follows: Years of service Annual Accrual Not to exceed 2(x) annual max 1-3 years 120 hours 240 hours 4-7 years 160 hours 320 hours 8+ years 200 hours 400 hours PTO includes paid time off for all purposes (excluding holidays). For employees working 32 hours per week, the PTO accrual is pro-rated. 13.5 Paid Observed Holidays per calendar year. $2,000 Monthly Cafeteria Health Allowance for medical, dental and vision. The City’s health plans are for eligible employees and their qualifying dependent(s). For all Members excluding Executives City paid life insurance coverage in the amount of $150,000. For Executives City paid life insurance 1.5 times annual earnings up to a max of $300,000. Short and Long-Term Disability Plans through Lincoln Financial Group. Voluntary supplemental products for critical illness, long and short- term disability and life insurance are also available. Voluntary Deferred 457 Compensation Plan –MissionSquare Retirement. In lieu of Social Security, the City implemented a Defined Contribution Plan thorough MissionSquare Retirement. The City contributes 7% of Full-Time employee’s gross salary and 7.5% of Part-Time employee’s gross salary towards the MissionSquare Retirement Plan and the employee is vesting at time of hire. Employee may also contribute zero (0) or up to twenty percent (20%). Employee contribution election is irrevocable. 9/80 workweek schedule with every other Friday as a Flex Day Off. Schedule will be determined by the hiring manager. Employee Assistance, Legal Shield and Scholar Share 529 Program. United Pet Care Insurance Program. Tuition Reimbursement $2,500 per year. Bereavement Leave – Five Paid Days. Sick Time – Full Time Employees (45 Hours annually) Part Time Employees (40 Hours annually). Allotted paid sick leave is not payable upon separation from employment, regardless of the reason for separation. Some managerial positions may have additional benefits such as executive days and telecommute program.
