Position Overview
The Chief, Portfolio Management reports to the Director General of the Treasury and Portfolio Management Department.
The role manages the Portfolio Management Division and the Bank’s treasury portfolio.
The division preserves capital, ensures liquidity, generates income, manages financial risks, executes investments and hedging transactions, and supports loan pricing and asset-liability management.
Specific Responsibilities
- Manage treasury operations and identify innovative ways to manage the Bank’s financial resources.
- Identify financing opportunities and profitable portfolio investments consistent with the Bank’s risk appetite.
- Implement carry management for local currencies and generate returns from treasury investments.
- Manage treasury policies covering investments, transfer pricing, hedging, asset-liability management, interest rates, foreign exchange, and sovereign transaction pricing.
- Manage liquidity and hedging strategies within approved risk frameworks.
- Support sovereign and non-sovereign loan pricing, balance-sheet management, liquidity planning, and capital adequacy.
- Develop stakeholder relationships, diversify treasury infrastructure, and coordinate with financial planning and reporting.
- Nurture talent and coach the team to support continuous learning and development.
Position Requirements
- Minimum 12 years of relevant experience in a multilateral development bank, equivalent organization, or regulated private-sector financial institution, including hands-on treasury experience.
- In-depth knowledge of capital markets, fixed income, currencies, liquidity, asset-liability management, hedging, derivatives, and treasury accounting.
- Experience with international financial institution partnerships, liquidity and risk management, and treasury product structuring.
- Strong leadership, strategic thinking, change leadership, problem-solving, communication, interpersonal, resilience, and collaboration skills.
- Master’s degree or equivalent in a relevant field, or qualification as a professional accountant.
- Technology implementation experience and globally recognized professional certification are preferred.
