HEAVEN. Consulting is seeking a Chief Operating Officer to build and manage the operational structure of its consulting division in Dubai. The role requires minimum 5 years of leadership experience in professional services, company formation, or related fields.

Responsibilities
- Build and manage the operational structure of HEAVEN. Consulting from the ground up
- Develop internal workflows, client tracking systems, reporting structures, CRM systems, follow up processes, and service delivery standards
- Manage daily operations across company formation, visa, legal, tax, banking, and consulting related services
- Build and manage a team of consultants, PROs, back office support, and external service partners
- Coordinate with free zone authorities, DED, banks, insurance providers, PROs, legal advisors, accounting firms, tax consultants, and government related entities
- Build strong business relationships with legal entities, corporate service providers, tax advisors, banks, accounting firms, and professional service networks
- Develop reliable partner connections to support the processing and delivery of services in Dubai, Thailand, Hong Kong, and Malaysia/Labuan
- Identify business development opportunities through legal networks, corporate service firms, professional advisors, real estate partners, financial advisors, and referral channels
- Oversee invoicing, budgeting, cost control, operational reporting, and financial coordination
- Ensure all client services are delivered professionally, accurately, and within agreed timelines
- Support marketing and brand operations to ensure HEAVEN. Consulting’s presence is consistent and aligned with the HEAVEN. brand
- Maintain a premium client experience, especially for expatriate clients managing business, investment, relocation, legal, and tax related requirements
Requirements
- Minimum 5 years of leadership, operations, or general management experience
- Experience in professional services, legal advisory, consulting, company formation, tax consulting, business setup, international corporate services, or a related field
- Strong business development knowledge within legal, corporate, tax, accounting, banking, government related, and professional service networks
- Working understanding of UAE business setup, free zone structures, mainland company formation, visa processes, and government procedures
- Familiarity with international business setup and corporate service processing in Thailand, Hong Kong, and Malaysia/Labuan
- Understanding of UAE labour law, visa processes, corporate services, tax environment, and compliance requirements
- Experience building operations in an early stage or scaling business environment
- Experience managing small teams and external service providers
- Strong understanding of service delivery, client management, internal workflows, reporting, and operational systems
- CRM, pipeline management, and task management experience
- Strong commercial awareness and understanding of referral based business development
- Excellent English communication skills

About the Role
- As the Chief Operating Officer of HEAVEN. Consulting, you will be responsible for building, leading, and managing the operational structure of our consulting division.

Education Requirement
- You should hold a Master’s degree in Business Administration, International Business, Law, Finance, Taxation, Corporate Governance, or a related field relevant to professional services, company formation, tax consulting, legal operations, business development, and international business structuring.
- Additional certifications or professional training in business setup, compliance, corporate structuring, legal consulting, tax advisory, accounting, operations management, or business development will be considered an advantage.
