About the Role
Tabasco Human Capital seeks a results-driven Business Development Manager to lead B2B sales in manpower supply and HR outsourcing. You will drive client acquisition, negotiate large-scale labor contracts, and manage vendor registrations.

Responsibilities
- Proactively identify and close new business opportunities for manpower outsourcing and staff leasing across target sectors
- Lead high level client pitch meetings and coordinate aligned sales strategy with Sales Executives
- Build and nurture relationships with Procurement Managers, HR Directors, and Project Managers
- Lead company registration and pre qualification efforts with Tier 1 contractors and major developers
- Conduct rigorous evaluations of potential clients to assess manpower requirements and safety compliance
- Perform due diligence on financial viability and paying ability of prospective clients
- Review RFPs and lead preparation of technically compliant and commercially competitive bid proposals
- Calculate profitable pricing models and negotiate commercial terms and conditions
- Drive negotiations from initial pitch to contract finalization and execution
- Collaborate with internal recruitment and operations teams to ensure client requests are executable
Requirements
- Minimum 8 years of direct B2B sales/business development experience in Manpower Supply, Staffing, or HR Outsourcing industries
- Proven ability to assess client financial credibility and negotiate complex payment terms
- Demonstrable history of meeting/exceeding sales targets with closed accounts totaling AED 5M
- Deep understanding of regional manpower contracting, labor laws, and compliance frameworks
- Exceptional communication, pitching, and contract negotiation skills with C suite executives
- Valid local driving license and willingness to travel to client offices and project sites
- Bilingual fluency in English and Arabic is highly advantageous

- We are seeking a high caliber, results driven Business Development Manager with a proven track record in blue/white collar manpower supply or HR outsourcing.
Key Responsibilities
- Proactively identify and close new business opportunities for manpower outsourcing and staff leasing across target sectors.
- Lead and attend high level client pitch meetings, both independently and jointly with Sales Executives.
- Build and nurture strong relationships with Procurement Managers, HR Directors, and Project Managers.
- Lead the company's registration and pre qualification efforts with Tier 1 contractors and major developers.
- Conduct rigorous evaluations of potential clients to assess manpower requirements, operational environment, and safety compliance.
- Perform critical due diligence on the financial viability and paying ability of prospective clients.
- Review RFPs and lead preparation of technically compliant and commercially competitive bid proposals.
- Calculate profitable, market competitive pricing models while balancing overhead, recruitment fees, and margin targets.
- Draft, review, and negotiate favorable commercial terms and conditions.
- Drive negotiations from initial pitch to contract finalization and execution.
- Work closely with internal recruitment and operations teams to verify client manpower requests are realistic and executable.
- Ensure all business secured adheres to local labor laws, wage protection systems, and nationalization quotas.
Required Skills & Qualifications
- Minimum 8 years of direct B2B sales/business development experience in Manpower Supply, Staffing, or HR Outsourcing industries.
- Proven ability to assess client financial credibility, understand balance sheets, and negotiate complex payment terms.
- Demonstrable history of meeting and exceeding individual sales targets with closed accounts totaling AED 5M.
- Deep understanding of regional manpower contracting, localized pricing structures, labor laws, visa mobilization timelines, and worker welfare compliance.
- Exceptional communication, pitching, and contract negotiation skills with C suite executives and procurement committees.
- Valid local driving license is mandatory; frequent travel to client offices and project sites required.
Preferred Qualifications
- Strong active network of established procurement and HR contacts in target country/region.
- Bilingual fluency in English and Arabic is highly advantageous.
- Experience dealing with both blue collar and professional white collar outsourcing.
