The Authority Liaison Manager will act as the primary interface between the developer and all relevant government authorities, regulatory bodies, and utility providers throughout the project lifecycle.

The role is responsible for managing authority approvals, engineering coordination, design sign-offs, permits, licenses, and stakeholder relationships to ensure projects remain compliant and progress in line with program requirements.

This position will manage STRATA property registrations, handling technical documentation for project clearances, and securing building compliance approvals.

Ensuring all submissions, approvals, and authority processes are managed efficiently from concept design through to handover and operations.

Key Responsibilities

  • Manage all authority approvals and NOCs across project stages including concept, design, construction, testing, commissioning, and handover.
  • Coordinate with government entities, municipalities, utility providers, and regulatory authorities in Abu Dhabi.
  • Ensure all engineering drawings, technical submissions, and consultant deliverables are submitted and approved in accordance with applicable regulations and standards.
  • Monitor and track approval status, permits, and licenses to ensure no delays to project delivery.
  • Liaise closely with consultants, contractors, and internal development teams to resolve authority comments and technical compliance issues.
  • Attend meetings with government stakeholders and represent the company in all authority-related discussions.
  • Maintain strong working relationships with key stakeholders and regulatory bodies.
  • Ensure compliance with local building codes, planning requirements, health and safety regulations, and utility standards.
  • Support project teams with STRATA engineering coordination and authority-related technical matters.
  • Manage project documentation, approvals logs, permit registers, and regulatory records.
  • Coordinate inspections, authority site visits, and final completion approvals.
  • Identify risks associated with approvals and proactively implement mitigation measures.
  • Preferred Authority Exposure, experience coordinating with entities such as:

• Abu Dhabi Municipality

  • DMT

• ADDC And AADC

  • Civil Defence

• Environment Agency Abu Dhabi

  • Sewerage and infrastructure authorities
  • Utility and telecommunications providers
