Applies the principles and practices of mechanical engineering including the methods and materials used in the design and construction of varied mechanical engineering projects, budget preparation, and laws and regulations pertaining to public works construction and design. Plans, coordinates, and oversees engineering activities, programs, or projects, and reviews and evaluates progress and results for technical quality and for conformity to established standards; keeps management informed throughout the project span. Organizes and expresses information in comprehensive reports and may be required to organize and express conclusions in the form of oral presentations. Participates in engineering research work involving investigation of specific problems and the development of new engineering methods, procedures, and systems. As needed, supervise or act as project leader to an assigned group of lower-level, non-registered engineering graduates and technicians, applying the principles of supervision and management to prove technical and administrative guidance, review and direction. Prepares the preliminary or final plans, specifications, and cost estimates for mechanical installations of plumbing, heating, ventilation, air conditioning, and refrigeration, or for flood control, water distribution, or water conservation projects where the development of original design concepts is necessary, reviews progress and evaluates results. Reviews plans and specifications of mechanical systems to be installed in County buildings or facilities submitted by private architects and engineers, or the Architectural Engineering Division; reviews mechanical plans of private construction projects for compliance to legal requirements such as County mechanical and plumbing codes, or health codes. Contacts private architects and engineers regarding recommended changes in plans and specifications. Interprets mechanical and plumbing codes regulating the installation of plumbing, heating, air conditioning, refrigeration, and general piping systems. Contacts representatives of other divisions and County departments concerning proposed mechanical engineering plans, equipment needs and costs of proposed projects and directs inspection of construction for compliance with mechanical, and plumbing codes. Coordinates mechanical plans with architectural, structural, and electrical plans. Makes inspections of plants and facilities prior to acceptance of specially fabricated equipment.
