- Analyze existing data flows related to job seeker retraining programs and job matching services
- Document all business processes that generate or utilize data, including workflows, data dependencies, and touchpoints across departments
- Understand the technical architecture underlying data generation and management
- Develop and document access control policies and procedures to ensure data security and compliance
- Implement strategies and initiatives to uplift data quality
- Collaborate with stakeholders to suggest improvements to existing processes
- Assist in managing the project, ensuring goals, timelines, and deliverables are met
- Provide insights into how data is reported, analyzed, and used by the entity
- Ensure all processes and data management protocols comply with governmental data governance and security standards
- Work closely with technical teams, management, and other stakeholders to align on process optimization
Requirements
- Bachelor's degree in Information Technology, Business Analysis, Project Management, or related field
- 5+ years of experience as a Business Analyst or Project Manager, preferably in government or public sector
- Experience in process documentation, data management, and technical analysis
- Project management certification (e.g., PMP) is a plus
- Arabic speaker
- Must have valid transport

Job Overview
- The primary focus will be on analyzing and understanding data flows and processes that support the entity’s operations, with an emphasis on data creation, reporting, and technical architecture.
Key Responsibilities
- Analyze existing data flows related to job seeker retraining programs and job matching services. Identify areas for improvement in data collection, processing, and reporting.
- Document all business processes that generate or utilize data, including workflows, data dependencies, and touchpoints across departments.
- Understand the technical architecture underlying data generation and management, providing insights on how the architecture supports business processes and data flows.
- Develop and document access control policies and procedures to ensure data security and compliance, identifying any gaps in current processes.
- Implement strategies and initiatives to uplift data quality, ensuring accuracy, consistency, and completeness in all datasets used across the organization.
- Collaborate with stakeholders to suggest improvements to existing processes, ensuring data is accurate, timely, and effectively used for reporting and decision making.
- Assist in managing this project. Ensure project goals, timelines, and deliverables are met while maintaining regular communication with stakeholders.
- Provide insights into how data is reported, analyzed, and used by the entity, recommending reporting tools and improvements where necessary.
- Ensure all processes and data management protocols comply with governmental data governance and security standards.
- Work closely with technical teams, management, and other stakeholders to align on process optimization, data management practices, and control implementations.
Qualifications & Skills
- Project Management: Strong project management skills, with the ability to plan, execute, and monitor projects.
- Data Flow and Process Analysis: Proven experience in analyzing and documenting business processes and data flows.
- Technical Architecture: Solid understanding of technical architecture and how data systems support business operations.
- Data Quality Management: Ability to develop and implement data quality improvement initiatives and ensure high data standards.
- Controls and Access Management: Experience in developing and implementing data security, access controls, and compliance measures.
- Collaboration: Excellent interpersonal skills, with the ability to collaborate with technical and non technical stakeholders.
- Reporting and Data Analysis: Strong skills in using data for reporting and decision making purposes.
- Communication: Ability to convey complex technical concepts to non technical stakeholders clearly and effectively in both English and Arabic.
Qualifications
- Bachelor’s degree in Information Technology, Business Analysis, Project Management, or a related field.
- 5+ years of experience as a Business Analyst or Project Manager, preferably in government or public sector roles.
- Experience in process documentation, data management, and technical analysis.
